Dark splotches only on rear spoiler, how to remove?

White '99 Saturn coupe. Detailing the car and the spoiler has what looks like mildew stains deep in the paint. Tried tar remover and some cleaner/polish with no change. First, how to remove. Second, why only on the spoiler? It may be a different material than the trunk lid, but the paint seals it so shouldn't matter.
