You can tru some Ultimate compound by hand but it will take some time.

It looks like that paint has cracked, not going to be able to fix that by hand or machine.

I think you can definitely make it look better but it wouldn't be perfect. The blue/green mark looks to be paint transfer and that could be cleaned up with a cleaner polish such as Ultimate Compound. Anything other than paint transfer will be left behind. Do you have a D/A? Using a D/A will be more effective but it might be doable with hand.

            Re: Scuff marks

            the cracks are staying in
the cracks are going to make attempting to remove the blue more difficult

Have you priced out what it would be to have the piece repainted?

Yeah, working in UC is almost as liketly to just peel off the rest of the paint as remove some of the blue.

                  Re: Scuff marks

you have got a couple options as I see it

                  leave it as is
try some products and maybe make it worse
                  repaint
or any combination of the above

Ultimate Compound will remove the blue that was transferred from whatever came in contact with the bumper. The only way to fix the cracks, however, is to take the car to a body shop where they will sand down the bumper to it's base, fill if needed, and then fully repaint it. If the cracks run deep enough and are into the underlying substrate of the bumper, it may actually have to be replaced. That sort of depends on you, the body shop, and the insurance company.
