Blemish spot paint in my new honda city..

Hello Friends - I have a 3 week old honda city 2011. I just noticed a blemish on my car paint when I first wash my car. Is there a defect on the paint? I dont remember there's a bird poo or chemicals hit it and even it was hit by a bird poo or chemicals, the outcome of the blemish is not like that. The clear coat and the metallic effect is on top of the blemish. The car dealer advise that honda plant will try to rectify,, i dont know what does it mean but if not they suggest to sand paper and polish if not successful they will repaint.

Can I have your thoughts on this?
