      Before wax.

Because M07 is a glaze, it's has very different properties from wax. Apply M07 to one panel at a time, or even smaller areas such as a 2 foot square section. The idea is to apply it and wipe it off before it dries. Once M07 sets, it's a bear to remove.

To answer your question, yes, it can be applied on top of wax. While it's not the ideal way to use it, a lot of people will do this before a car show to add some extra pop to the finish.

One of the Mikes, either Phillips or Stoops, said this and it saved me a bunch of time once....like removes like.

M07 can be a bear to remove, but M07 can be used to remove it.

          Like removes like.

I'm a huge fan of M07. It was Mike Phillips who called it "Queen for a day", since some show car people like to top their wax with M07 on show day for some extra pop, but it doesn't last past the first wash job. I carry a small bottle in my cruise detail bag in case I find some wax streaking that I didn't notice before.
Here's a copy of an old post of mine with regard to my favorite way of applying M07:
"One of the reasons I found and joined MOL is to discover an easier and more efficient way to use M07. It is, without a doubt, my favorite Meg's product, but it can be a royal PIA to use. I've tried terry, MF and foam pads. Thanks to Mike Phillips' article in Auto Trader Classics I found a better way.
Take a typical 16'X16" MF cloth and fold it in quarters. Fold it one more time to a 4"X8" size, squeeze out a bead of M07 down the center of the 8" length and start rubbing it in with a bit of pressure. This stuff isn't a "coating", it's necessary to work it into the finish for best results. Add material as necessary to your pad in small amounts to keep it damp. Do 2-3 panels at a time and don't attempt to remove it all at once, as it tends to "skin" like pudding. Wipe off what you can with a soft, plush MF, then return to finish the first panel after you've done anther panel or two. Applied properly, there should be no need to rub aggressively, as gentle wiping should do the job. Stand back and enjoy. I just wanted to pass along my experience with the product in the hope it benefits anyone contemplating using M07."

Re: #7 On top of wax ?

Just got myself Megs#7, wanted to try it out and see the shine and depth it can add on our cars and a bit weary on how UNeasy it is to use. I was a bit scared to use this, seeing how it "skins" and smears, and how it can be a nightmare to use if allowed to haze. I'm happy to say that it was a lot easier to use than expected. I used it on a light colored car though, but i still see a difference, and the feel of the glazed finish feels smooth and a bit "sticky", almost like its telling me that it needs a coat of wax. I apply wax right after (NXT2), and the finish looks a bit richer and deeper but even better is that the car feels slicker than a non glazed surface. Having used this combo, I no longer have any lingering doubts (small it may be) that it will affect NXT2's bonding issues.

To those who haven't tried M07, please i encourage you to try it. Its not that hard to use actually. This is actually my first time with megs#7. Make it a part of your car paint care system, and you'll get even better results. Whatever experience you may encounter (good or bad), in the end ITS WORTH IT.

#7 is a dedicated product in my stable but like others said, use it before. If you want some deep finish, look at a good carnuba. #26 works killer.

Absolutely! Exactly as stated and recommended in the instructions from meguiars #7. However, i prefer NXT2.0 or the collinites to #26.
