Meguiars Endurance Tire Gel is hands down the only tire dressing I recommend. No sling in my experience and it lasts so long and it also gives a slight shine to the tires..but not over the top. A single bottle will last me over a year..and I typically dress the tires 2 times a week.
My first time ever cleaning a car was back in 1990 and my dad had some black magic in the garage and I sprayed it on the tires and I was amazed! Amazed it all flung off the tire with a quick drive around the block. Thats why its called magic. Now you see it, now you dont.
Most recently I have been hooked on Meguiars Supreme Shine for my tires since I was properly introduced to the product from this web site. I put it on with a terry cloth polishing pad. 4 sprays per wheel and I work it in to the tire. Great long lasting black shine shine with ZERO sling. Before the Meguiars I had used your basic Armour All with the same procedure and was very happy. Meguiars just seems to last longer (prob the Scotch Guard in the new formula), has a pleasant smell and a deeper black.
Im not a fan of Gels my self but I do use the Gel on my wifes car since her tires are older with major curb burn. The Gel makes them look a bit better then the Supreme. Just remember with Gels there is more chance of sling.
OReillys has the Supreme shine for $4.99. Try it once and you will be hooked.
O'Reilly's are currently clearing out surf city garage products. I've heard that their tire shine doesn't sling at all. I would give it a shot.
I would still use Meguiar's though. Their endurance tire shine is great! If you don't want any product to sling then I would wipe the tire shine after its first application and let it dry a bit. This should eliminate your slinging problem.

Yeah, I always wipe off the access. How long do you usually wait before you start driving?
Making sure your tires are clean first is also important.
Can use something like APC to clean the tires first.
Yeah, I usually put tire shine after a wash and when the tires are dry. Weather should be sunny the whole week. I plan on cleaning my car after finals.

To keep this short:
I usually don't use any kind of tire shine/gel/spray. But when I do I use this Black Magic tire shine my pops has in the garage. The only reason I do not use it often is that it slings if I do not let it sit for a couple of hours. (Note - I usually wipe off access with a towel.)
Can anyone recommend a tire shine that does not sling or has minimal splatter?
Something I can get in stores such as O' Reilly's or Walmart pls. I was thinking of going with Megs Purple tire gel..
