    2003 hyundi Eleantra with small spots on front hood and roof(less than the size od a dime.

    Depends how fancy you want to get.

    But you'll certainly want to use some sandpaper or a fiberglass pen to get the rust and loose paint sanded off, then some touch up paint in the spots.
