Is it ok to use Meguiars Clean and Wax on the painted rubber valances covering the bumpers ? I have a black 2010 Toyota Corolla.

Do you mean Meguiars Cleaner/Wax in the maroon bottle?
As long as the area you are applying the product to is painted (whether it be painted glass, painted plastic, etc.) then it can be waxed. It can also be polished. Any painted surface can be polished.
However, if the area is only rubber (no paint, just black rubber) then Cleaner/Wax or any wax or polish will not work on that surface. In this case you would want to use a rubber protectant such as Ultimate Protectant, Natural Shine Protectant, Supreme Shine Protectant, Gold Class Trim Detailer, etc.
