Hey, I am not sure what you are thinking of, but as far as Tire Applicators go, the Meguiars Hot Shine Gel Kit comes with a great applicator and case. Or you can buy the cheap Eagle One Applicators at your auto store. ADS also has some applicators too:

You can also use a foam or microfiber applicator pad to dress tires with.

I have had the best luck with a 1.5 inch paint brush. I spray a little product on the brush then apply it. Try to get a good quality brush with nice soft bristles. It helps achieve better coverage and gets in the grooves of the tires.

I agree with Tracy. If I am applying a gel product. I always use a paint brush. Otherwise, I use the foam applicators from ADs. They work very well. They are the best I found so far.

That thing you are talking about is the Eagle One tire stuff. Applicator built onto the top of the bottle.

Target has the tire dressing applicator like the ones that come with the hot shine tire gel in a 2pk, and they have tire brushes as well.

                    Re: Tire Applicator

Is it just me or do tire applicators get INCREDIBLY dirty? I used a terry towel once and threw it away right after because it was horrendously filthy. I can't believe I did that...

I bought some cheap foam applicators and they came apart - I think I'll try the microfiber foam applicators. They're relatively cheap.
