This is a long story, but I hope someone out there can help me finally find a solution.
This all started about a month ago when someone ran into the front of my Dodge Stealth in a parking lot while I was gone and had the decency to not leave any information and just run from the accident. I brought it to a body shop and he repaired the fiberglass and stripped the entire front bumper and repainted it.

It looked brand new at first, but a few weeks later, a few areas began to sink inward and the outer rim of these sinkholes had a circle etched in it that could only be seen under cloudy conditions and not in direct sunlight. I brought it back to him and he said the paint had dried inward so he wetsanded it, which got rid of the etched in circles.
They came back a couple weeks later and now I have even deeper sinkholes from the wetsanding and what makes this more obvious is that the car is black.
There is really only one sinkhole that is fairly obvious which I would like to get rid of:

Is there anyway to even out the paint surface? I really don't care about the circles so much anymore because they can't be seen in direct sunlight, but if anyone knows a fix for it, I would greatly appreciate it.
