EO All Wheel and Tire Cleaner and a Brass Brush (my new favorite toy) = WIN
My father's tires on his truck never, ever get "cleaned" the right way, let alone dressed (God only knows how old they were too). It took about 6 applications of NXT Insane Shine to get most of the tire to actually shine.
