To be honest if the clear coat fails, then its the paint, down to the primer and then panel and they do have the rust/rot/corrosion guarrentee which basically is a preventative measure at this point. Your car looks also VERY clean so that would have helped as well.
I had my best bud and his 2001 Trans Am back about 2003/4 had bad factory paint come through, the issue is the clear coat was fine but underneath was bad prep and the dealer argued that it could have been the owner as much as it was the factory and ultimately the car became a race car and that panel had the attena filled in so it was repainted but kinda sucked when one 1/4 panel looked like you had scuffed it with a scotch brite pad.

That really does bite. I know how it goes. Been involved in the biz for years in one form or another. They need to make sure it was not owner error and frankly where its parked has nothing to do with it. Not everyone can be blessed with temp controlled garages, and put into a sealed bag everytime its parked. Hell I have seen paint fail for garage queens.

HI. Just want to tell you that I was able to stop cc failure in its tracks on my 2004 accord by keeping my car waxed. I didn't wash it for a year (personal reasons) and bad cc failure showed up in a few spots just like yours. I now wax my car religiously at least once a month, and hey I live not too far from you in Chino Hills so you know how harsh the sun is out here, and the cc failure has not progressed. There are a few spots where it was just starting and they are still at the starting stage. I also was able to minimize the spots visually by removing the damaged cc with rubbing compound and then polishing compound and it made a huge visual improvement. All that can be seen is a faint ring where the edge of the cc meets the exposed paint. I am thinking of posting a how-to on it sometime. I will post pics too soon.
i have 2002 yukon denali its not a bad as this but what i did what i tried to protect the surface as much as possible and try to correct it with paint correction system i cant really see if there is paint still under there but try and protect or it will guess will spread or unfortunately its the year or just some one of the paint machines in the factory to a union break but go back to the deal and raise hell
my friend has the same problem but its on the hood of her car and she took it back to the dealership and showed gm sent her a cheque for the fault in the paint same i saw on a 2009 ford ranger but must worse on the whole side of the truck horrible
so i suggest contacting a dealer or go gm themselves and ask them if they an help you
