      Something similar happened to my aluminum wheels. I sprayed the aerosol Hot Shine onto the tires(after washing them and letting them dry). I may have put too much Hot Shine on the top area because it started to run/drip and some dripped onto the wheel and dried quickly. I went to wipe it off with a rag, but it was 'baked on'. I was able to remove most of it with ScratchX 2.0 and a lot of elbow grease.

        Tarminator also does a great job cleaning aluminum wheels.
