Oz = from the land of Oz. See also: Wizard of Oz.
Also, it is (was?) a show that aired on HBO. It was a prison show, never saw it myself.
Or it could be ounces as previously suggested. Example:
32oz = 32 ounces
64oz = Half gallon

With regards to dilution, it definitely represents ounces.

Oz is Aussie slang for (ta-daa) Australia (Oz-tralia). Land down under, land of Oz. The tipoff if the Oz reference is to Australia is that the "O" is usually capitalizedComment
