How does Meg's APC differ from M39 when used on tires and exterior plastics? Is M39 just an APC in a specific dilution or does it have other components that clean vinyl and rubber better?

APC can be used on fabric, leather, plastic, rubber, etc. #39 is for vinyl/rubber only. So #39 probably would work better on vinyl/rubber if you had a tough stain. But APC certainly seems to handle most everything just fine, and is more versatile.

M39 has been around as long as M40 which is kind of Meguiar's version of Armor-All and that's probably close to 30+ years.
So M39 has been around about 20+ years longer than APC
M39 is a dedicated vinyl cleaner and APC is a multi-purpose, multi-surface cleaner and so no they are not the same product just in a different bottle at a different dilution level.
They are both great products to have in your arsenal of tools for tackling a wide range of surfaces and components.
