I have no experience with 3M's Liquid Rubbing Compound...
But I can tell you that an educated guess tells me that 3M will be more aggressive. If you have both products, do a side by side comparison and the results will tell you which product is more aggressive/more suited for your particular application.
I would recommend M83. M83 uses diminishing abrasive technologies and reading the information on 3M's products, the compound leaves some marring that might require another product to remove those fine swirls.
You can always go with M80 Speed Glaze as well. Going to pull a Mike Phillips here...

In my experience with 3M many of their polishing/compounds seem suited for production work and can mask/hide/fill a lot of defects. They make guys who aren't necessary good detailers look good for a short time.
I would wager that the compound is much more aggressive then #83 (which in realitve terms isn't very aggressive) but that doesn't mean its better. I find (with the exception of 3M's UltraFina) Meguiar's line of polishes is far superior.
If you are looking for a more aggressive product than #83 I would recommend #84 or #95.
