If you've rubbed a rubbing compound of some type over the affected area and it's not improving the etching or staining that's a pretty good indicator that this etching or staining is throughout the layer of clear on not just topical.

Could be there's nothing short of new paint that will fix the problem.

    Can you take a picture?
What specific products have you applied?
Did you apply them by hand or machine?
How many times did you apply them?

i think it could be dried windscreen wash liquid , since i had these stains i use it less concentrated i removed mine with lots of running water , had to re polish and wax the hood . if you could post a photo as Mike asked that would help.

Claying could be a possibility if your foam pad isnt picking up the dried stuff, but the fact that you say foggy brings up thoughts of clear coat failure.

          sry it took so long...
i have no camera...but will try to get a friend to take pics...
as far is it goes...i have tried almost everything and its a single stage paint

...i tried claying, scartch-x, cleaner, polish, and other brand compound that i really love (sorry)...i did it all by hand since its a really small area but the thing is it surrounds the sprayers, its not etching in front of the sprayer from liquid

Is it a "concentrated" washer fluid that you mix with water?? or is it "ready to use"?. Could be hard water deposits if you are mixing with tap water??...

I use concentrated washer fluid mixed with tap water .It's ok when it rains but i avoid using it to remove dust from wind screens as it sticks to wax.
Should i use distilled water instead of tap water ?

              Thanks.

I don't know what area of the country you are in,but you could have highly "minerlized" tap water that could leave hard water deposits behind. I would use distilled or filtered or de-ionized (some type of "purified" water) and see if that does anything for your problem.
