Project - 97 Mercedes needs help

I'd jump right in with M-80 and my D/A and see how it goes, but there are a few what appear to be stains on the hood. The car ia a dark gray and the stains are darker and look kind of bluish. I tried claying and consumer cleaner/polish, but no luck. Is it possible that the base coat could be stained under the clear coat making the "stain" impossible to remove? I'd like to use M-80, since I've worked with it and have some, and I don't want to buy something else if it's not going to get the "stain" out.

Any ideas would be appreciated.
