Is this vehicle important to you? Important enough to learn how to do body work and paint?
The problem usually isn't what you can see, it's what you can't see. Most body shops would start by stripping the paint off the car to see exactly everywhere the rust is on the body panels. If it's just this area then strip this area.
There is no easy quick fix. There are quick fixes, it's just they won't tend to look good. For example you could brush on some POR 15 right onto the rusted areas, this will chemically convert the rust into something else, (forget what), and stop it from rusting more. POR 15 is black however, so you might not like black paint over blue paint as it will be very noticeable. This is what we mean by there are now easy quick fixes.
So this circles back around to how important is this vehicle to you?
Important enough to learn body work and paint? Or perhaps take it to a shop and pay someone else to do body work and paint?

there is also a jelly (pink) substance (cant remember the name) but it is a rust remover and takes it down to the bare metal, you could then paint the area with touch-up paint. the problem is, you may not be able to see the source of the problem so it could come back, like mike said.
