What all can you use to clean and shine the bottom panels which seems to be all hard plastic , grayish in color? #39 #40 or NXT WAX?

Normal car wash should do a fine job. If you have tar or other gunk on these panels then you may want to look at some Goo Gone or something like that. You could use M39 with a nylon brush as a 'dedicated' plastic cleaner and it should do an exceptional job, just be sure to apply some type of dressing afterwards.
