Well, it can be used all the time.

Now, how often do you need a paint cleaner is another question.

If your car is outside, daily driver, that sort of thing, then stuff can build up fairly fast, so even a monthly detailing I would say to use it.

Now, if it is a showcar, never outside, etc... you may feel more comfortable just polishing and waxing. But that is a very specific situation.
