I've never seen anything like this either myself, so a story like that wouldn't surprise me. With how little work the previous owner did to take car of the car, you'd be surprised how well it runs and drives.

Anyways, I washed it and clayed it today, and did some work on the passenger 1/4 and door with ColorX. I did notice some added brightness and shine by using it, but it definitely didn't get rid of all the fading or the water spot damage on the upper 1/4 panels.

i'd use 80 on it w/ a pc or rotary if u use that...... if that doesnt work then i'd take 83 to it... then apply NXT...seeing that you probably have failing clear coat, a repaint would be the only solution if you want anything near a perfect finish..... ever thought about going to a junkyard and finding a red civic thats in better shape and take the good panels?

Definitely not after a perfect finish. Again, does anybody have good explanations of the differences between 80, 83, and the #2 and 9 that I find locally off-the-shelf?

As for junkyard panels, I bought this car about a month ago with the intention of replacing the rear 1/4's and repainting the whole car, but last week I came across an Integra GS-R with a light hit in front that was super cheap, so I picked it up and now I'm going to sell this project. I already bought a pair of rear 1/4's, but rather than replacing them before I sell, I'm just going to leave it like it is.

Perhaps this will help you a bit. If that is all original paint you just might be in luck. Red Honda's of that era have a "tinted" clear coat as opposed to a traditional CC. They are very prone to turning "chalky" as this car has. Get some Deep Crystal step 1 and go over the car with that and see where that gets you. I think you might be surprised as how bad it isn't.
