Possible old stock, yes. Illegal importation to the US, no. The illegal importing was being done by unscrupulous.people buying in bulk in the US and then flooding foreign markets with the product, usually undercutting the official importer's pricing. Another good reason to use the paste, the last container to crack on me was an old #7, it lived in my detached no air-conditioned garage. Now all of my wax products are safely stored in my pantry.
