When to use Meguiars No smear Glass cloth

I just wanna to clarify when to use "Meguiars No smear glass cloth + Meguiars Perfect Clarity Glass Cleaner". Are they supposed to use only after washing the windscreen with water and drying it? Or can they use straight away over the dirty windscreen? Any suggestions, please?

You could use them either way.

However, if I am cleaning a still dirty windshield, I will usually use a first pass with glass cleaner and paper towel or other MF cloth, then a second pass with glass cleaner and clean MF cloth.
