        Are you sure that isn't plastidip? I can't imagine that much tar being across so much of the face of a wheel.

          I would also say this looks like some sort of "peal off" rubberized coating.

          It appears the wheels have some pre-existing damage. Various "peel off" spray can rubberized coatings are often used on damaged wheels, since the use of these products can cover the damage, and provide a new look for the wheels. It may be the case that these wheels were coated black with something, and this is the remnants.

          Many OEM wheels are made out of an aluminum alloy base metal, which is then painted & clear coated. Your wheels appear to fall into this category. Typically we would recommend using a automotive specific solvent or "wax & greaser remover" in these sort of situations BUT, if your wheels have pre-existing damage to the clear coat like they appear to have in your pictures, you do run the risk of causing more damage by using strong chemical cleaners.

          You may try to physically remove whatever this is off the wheel first, as opposed to chemically removing, IMO.
