Was googling pad cutting scale chart. The charts that have meguiars foam pads on them... rank the black finishing pad as having a little bit of polishing ability. Any body notice if you put ultimate conpound on the black pad if there is any sort of correction?

You would probably notice correction from the compound. I'll let Nick answer this one about the pad. -

The only cutting/correction action would be coming from the product, and it would depend on other factors as well.
For example, as you asked, Ultimate Compound, dual action polisher and black finishing pad will produce minimal cut ability. But M100/M105, rotary buffer and black finishing pad would generate more cutting action.
Other variables still count: machine speed, size of working area, down pressure, arm speed, paint hardness, etc .Comment
