Rough Paint Job on Bumper

Hello all,

i recently had some bumper repair work done on my car and to say the least it doesnt look appealing,

i am not a professional by any means and i think I got hustled on craigslist.

he did the whole sanding, putty, primer, painting and he said everything.

i was told to wipe off the excess carnuba wax a day after the job and it still looks like this.

any tips on what i should do next to smooth this "job" out?

polish? or wax after 10 days of healing?
