That looks like failing to me.

Unfortunately that looks like clear coat failure. It can be fixed..........by repainting the car. Sorry for the bad news
Have you tried UC with a DA?

You can still try Ultimate Compound on a small area where the haze is, if the paint shines and has more clarity in it, then do the entire panel and maybe follow up with ultimate polish or Deep Crystal polish or M07 Show car glaze. And while you're at it, why not do the entire car? I'm sure that if you see great results you'll feel really motivated to do the entire car.

I've seen plenty of black cars that look like this and it's just grime built up on the paint, or some oxidation that could be fixed. However, it can also be the clearcoat failing, like many have mentioned. What steps have you taken on it so far, if any?
I have taken no action so far. I just bought the car a few days ago. It is a 2001. I just wanted to make sure I didn't cause anymore damage by taking the wrong action.
I will test out the Ultimate Compound in a small area and report back the results.
Here is half of it so far. It seems like a light haze comes back after a couple hours, but no where near the old haze. The UC does not seem as abrasive as I would have liked, it seems more like a fine polish.

If it returns in a few hours the paint is dead.
