I got the Heavy Duty Headlight restoration kit. I follow the directions and it work pretty well. But I felt the wool buffing pad didn't do much,Can a small foam pad be used instead with good results? If it can which one would you suggest?

What do you mean the wool buffing pad didn't do much? What do you mean that it worked pretty well? It just sounds contradicting to me. Is your headlight lenses still foggy from the sanding procedure?
To answer your question, you can use the W7204, W8204 or W9204 foam pads to clean up your headlight lenses up nicely. Here's a thread showing Mike Stoops using them to clear up some headlight sanding marks.

The headlights have no yellowing on them now and are clear. The sanding pads done well, But the wool didn't seem to work, I done better using a MF by hand, But it could be me.
If the wool pad didn't work and your headlights are clear when you used your MF then you should be ok.
