Cleaner or water first?

Doing my first engine detail this weekend but was wondering,

Do I rinse(wet) the motor first then apply APC/SD ,agitate,rinse clean?

or

Do I apply APC/SD to a dry motor, agitate,rinse clean?

Having it wet first will be safest. It will act as a bit more dilution.

I think things seem to agitate better if the surface is wet first also.
