Alcohol on a paper towel defeats that nasty stuff ez. If you don't have any alcohol, just go to any gas station and buy a 99 cent container of gas line anti-freeze, which is basically alcohol.

Few notes of caution... first being that a paper towel will scratch and/or mar paint. I would highly recommend never touching paint with any paper products - glass is ok. So in this case, just modify your plan of action to use a suitable microfiber towel
Two, the alcohol will remove wax, so be sure to wax the area when done

I've been using Isopropyl alcohol to remove tree sap for almost 20 years now!
...though I agree that it should be used with a soft cloth and not a paper towel.
