Sun tan lotion stain on dash & door trim

Bought a Audi A3 with hundreds of little white spots on the dash and door trim. Previous owner said she accidentally splashed sun tan lotion and ended up with those stains. How do I remove them?

If it is vinyl, which im guessing it is, i would try 39 Heavy Duty Vinyl Cleaner. Have you tryed to remove it with any other products yet or are you just doing research before you try anything?

I gave a quick try with water to no avail while checking out the car. Oh yes, it is vinyl.
